Hornbeck is explaining that the world around them is modernizing but Hillsboro is staying the same and is refusing change. He is basically saying that Hillsboro is its own little bubble of fundamentalism. He is explaining to Rachel that the world needs change every once in a while, and that the people who live in Hillsboro might actually be starting to realize that. Then he says that Brady is started to be questioned.
